Since the 49ers didn’t place Dee Ford on active/PUP, he isn’t eligible to begin the 2021 season on reserve/PUP, meaning he either makes the 53 for week 1, or makes the 53 initially, and is placed on IR to be eligible to come back after just 3 weeks.
Now, with this roster, I have the 49ers at $5,231,206 in cap room, which is enough to begin 2021, but the team may have to restructure someone at some point in the season, as they have to payback $1,432,353 to the following 15 players who have per game roster bonuses.

Note the reason for paying them back is because the amount doesn’t count against the cap right now, but there is no guarantee they will payback the entire amount, as that depends on how many games each player plays or is active for.
